How to identify ragwort, and what the law actually says
Twelve to fifteen golden rays on a dense flat-topped head, ragged leaves with a small end lobe, and orange-and-black caterpillars all over it in July. Here is how to tell common ragwort from groundsel, tansy and the other yellow impostors, why the belief that you must remove it by law is wrong, and the honest way to get one out of the ground.

The short version
Common ragwort is a biennial. Year one is a flat rosette of ragged, deeply cut leaves. Year two is a branched stem, usually 30 to 90cm but sometimes over a metre, carrying dense flat-topped clusters of golden daisy-like heads 15 to 25mm across, each with 12 to 15 rays, from June to late October. And the thing most people have wrong: there is no general legal duty to remove it. The Weeds Act 1959 gives a minister a power to serve a notice requiring you to stop it spreading, and the offence is ignoring that notice, not having the plant.
Ragwort, and the yellow flowers people mistake it for
Nearly every ragwort mix-up is a yellow flower in rough grass. Two moves sort most of them in seconds: look at the rays, then turn a leaf over.

Those measurements come from county-level botanical recording rather than from me, and they are exactly the sort of detail a photo-matching app is structurally bad at, which is the argument I make at length in UK weed identification and when not to trust an app. The wider family of tall yellow composites, the hawkweeds, hawkbits, cat's-ears and sow-thistles, sorts out on one rule: those are dandelion-type heads made entirely of strap-shaped florets with no button of disc florets in the middle, and they usually carry one head per stalk rather than a dense flat cluster.
What common ragwort looks like, year one and year two
Most of the confusion about ragwort comes from the fact that it spends a whole year not looking like the picture. In year one it is a flat rosette pressed to the ground. The RHS describes the seedling leaves as spade-shaped, wavy-edged and hairless, developing into a rosette of feathery, deeply lobed dark green leaves. That is the stage identification pages skip, and it is the stage you actually want to catch it at, because a rosette comes out of damp soil far more easily than a mature plant does.
In year two it throws up the leafy, upright, branched stem people recognise. Defra's own description puts it at usually 30 to 90cm high but sometimes over a metre, with tough stems often tinged red near the base and brighter green and branched above the middle. That red at the base is free, checkable and appears on essentially no gardening page. The flower heads are golden, 15 to 25mm across, each carrying 12 to 15 ray florets, packed into dense flat-topped clusters. Defra gives flowering as June until late October; the RHS narrows it to July to October for the main show.
One detail explains why the plant in front of you in July may not match the photograph at all. Defra notes that the basal rosette of leaves usually dies before flowering while the stem leaves persist. So a flowering ragwort often has no rosette left to look at, and the leaves you can see are the clasping upper ones rather than the ragged ground-level ones every picture shows.
The leaf is still the reliable part, because some version of it is there in both years. It is pinnately lobed, meaning cut into lobes down each side of a central rib, with irregular jagged edges, and the lobe at the end is no bigger and blunter than the ones beside it. Upper leaves half-clasp the stem rather than sitting on a stalk. That small end lobe is doing real work: it is the single feature that separates common ragwort from marsh ragwort, where the end lobe dominates the whole leaf.
The tests a photograph of the flower cannot do
Here is what the apps and the picture galleries never tell you: the ragworts are not separable from a photograph of the flower. The county recorders are explicit about it. The marsh ragwort account says outright that it is not possible to verify the species from photos of the flowers alone, and the hoary ragwort account asks for a photograph of the whole plant showing the underside of the leaves as well as the flowers. If a picture of a yellow daisy in a field is all you have, you have not identified anything yet.
Turn a leaf over. Common ragwort is at most sparsely hairy underneath. Hoary ragwort carries dense cottony grey hairs on the underside, which is why it is called hoary and why the whole plant reads greyish from a few metres away. Two seconds, and a photograph taken from standing height cannot fake it.
Look at the bracts under the flower head. On Oxford ragwort every one of them is tipped black, and the clusters are looser and more open. Groundsel often shows black-tipped bracts too. Marsh and hoary ragwort do not. So black tips are a positive signal pointing away from common ragwort, and that is a faster call than any leaf measurement.
Ignore the advice to count to thirteen. You will see it repeated that ragwort has thirteen petals. The records give common ragwort 12 to 15 rays, and marsh and hoary ragwort are also 12 to 15, so the count cannot separate them anyway. The species actually described as usually having 13 rays is Oxford ragwort. Counting to thirteen and stopping points you at the wrong plant. What the ray count is genuinely good for is the coarse call, because 12 to 15 broad straps immediately rules out groundsel and tansy, which have none at all, and common fleabane, which has dozens of thin thread-like ones.
And then the test nobody lists as identification at all. From late June to early September, ragwort in this country tends to be covered in banded orange-and-black caterpillars, feeding in groups and often stripping the plant bare. Those are cinnabar moth larvae, and the cinnabar moth feeds on ragwort and effectively nothing else, so a plant carrying them has named itself. They store the plant's own alkaloids in their bodies and keep them into adulthood, which is what the warning colours are for.
What the law actually says about ragwort
This gets repeated wrong more than anything else on this website, so it is worth reading off the Acts themselves rather than off a forum.
The myth goes: ragwort is illegal, you are legally obliged to remove it, and you can be fined for having it. All three parts of that are wrong, and the real position is more interesting.
Ragwort is one of five injurious weeds named in the Weeds Act 1959, alongside spear thistle, creeping thistle, curled dock and broad-leaved dock. But read what section 1 of that Act does. Where a minister is satisfied injurious weeds are growing on land, he may serve a written notice on the occupier requiring them, within a specified time, to take such action as may be necessary to prevent the weeds from spreading. That is a discretionary power to serve a notice, not a duty sitting on you. And what a notice can require is action to stop it spreading, which is not the same word as remove.
The offence lives in section 2, and it needs two things to have happened: a notice has to have been served, and the occupier has to unreasonably fail to comply with it. Penalty is a fine not exceeding level 3 on the standard scale. Section 2 also provides that proceedings may not be instituted except by the minister, so a neighbour cannot prosecute you over a paddock. If you still do nothing, section 3 lets the authority do the work itself and recover the reasonable cost from you.
The Ragwort Control Act 2003 is where most of the confusion comes from, because it has the word control in the title. It is a single-section Act. All it does is insert a new section 1A into the Weeds Act, allowing a minister to make a code of practice on preventing the spread of ragwort, and providing that the code is admissible in evidence and must be taken into account by a court where relevant. It creates no offence, no duty and nothing to report. Ragwort is not a notifiable weed and never has been.
The 50 metre rule almost nobody quotes
The code that Act authorised is Defra's Code of Practice on How to Prevent the Spread of Ragwort, first published in 2004 and updated since. Two sentences from it are worth knowing. The first is that a failure to follow the code is not an offence, though non-compliance can be used as evidence, and equally an owner who has followed it should be able to establish a defence. The second is blunter: the code does not seek to eradicate ragwort.
What it gives instead is a decision rule based on distance, and this is the genuinely useful part that gets left out of every summary I have read. Three risk categories, measured from land used for grazing by horses and other animals or for feed and forage production:
- High risk: ragwort flowering or seeding within 50 metres of that land. Take immediate action.
- Medium risk: ragwort present 50 to 100 metres away. Establish a control policy.
- Low risk: more than 100 metres away. The code says no immediate action is required.
The code adds that those distances are guidelines only, and that prevailing wind, topography, shelter belts and natural barriers should be weighed alongside them. On the fear that seed will simply blow across the parish, Buglife cites a 1957 study by Harper and Wood finding that only 0.5 per cent of ragwort seed became airborne at all and only a tiny fraction reached 40 metres from the parent plant, which is roughly the scale the code's own distances imply.
Now the connection nobody else draws. The code says the Weeds Act provisions apply to common ragwort only and do not apply to the other ragwort species, some of which, such as fen ragwort, are actually protected, and it follows that with: it is important to make correct identification of common ragwort before considering any control measures. In other words, the identification half of this page is not background reading for the legal half. If you cannot tell which ragwort you have, you cannot know whether the law is engaged at all.
Defra's current guidance is consistent with all of it and worth quoting directly, because it is the enforcing department saying it: you can have injurious weeds growing on your land, but you should stop them spreading on to neighbouring agricultural land. The complaint thresholds are correspondingly high. Natural England wants evidence of spread at whole holding level or above, an established infestation of more than 10 harmful weeds in one square metre, and a landowner who has already been asked and has not acted. You cannot complain about weeds spreading on to non-agricultural land such as private gardens or allotments at all, and complaints are only accepted between 1 April and 30 September.
One comparison worth drawing, because these plants get lumped together. Common ragwort is not on Schedule 9 of the Wildlife and Countryside Act 1981, the list that makes it an offence to plant or cause a species to grow in the wild. Japanese knotweed and giant hogweed are, which is why a knotweed identification is a legal and financial event and a ragwort identification is not. Ragwort is a native wildflower that happens to sit on a piece of farming legislation. None of this is legal advice, only the shape of the law as it stands, and it differs across the UK: the Ragwort Control Act 2003 extends to England and Wales only, the Weeds Act does not extend to Northern Ireland at all, and Scotland runs its own ragwort guidance issued under separate animal welfare legislation.
How to pull ragwort so it does not come back
If you have decided it needs to go, pulling is the honest method for this plant. Start with the mechanism, because it explains everything else.
Ragwort is normally biennial: rosette in year one, flowering stem in year two, then it dies. Defra's code then adds the sentence the whole job turns on. It can also behave as a perennial, flowering every year, after damage to the crown such as cutting, grazing, hoof damage, damage by machinery, and following incomplete or ineffective hand pulling in dry weather. Read that last clause twice. A half-pull in baked ground is listed by the government's own guidance as one of the ways you convert a plant that was going to die by itself into one that comes back every year.
The same logic condemns the shortcut that still gets recommended. The code calls cutting a control method of last resort, because cutting stimulates growth, plants re-flower later in the season, and it turns the plant from a biennial into a perennial habit. The RHS agrees in gardening terms: avoid cutting and mowing, because cutting causes vigorous regrowth and mowing spreads it. Defra even notes that under an intensive cutting regime, of the sort amenity grassland gets, ragwort can sit in the rosette stage for several years without ever flowering, which is a hidden population rather than a controlled one.
So the job is to lift the crown and taproot out in one piece, and two variables decide whether you manage it: the tool and the ground.
The tool. A ragwort fork is a long-handled lever with narrow hardened tines. It goes into the soil beside the plant, gets under the crown and lifts, and the point is that the stem is the wrong lever to use. Grab the top growth and heave in firm ground and you snap it off, leaving the crown behind, which is precisely the incomplete pull Defra warns about. The code recognises the whole category in one line: various hand tools are available for levering. The Lazy Dog Tool Company, which has been running field trials on hand-pulling since 1998, makes the other practical argument for a long handle, which is that a proper fork lets you take out even ground-level rosettes without bending. That is the difference between clearing a bank and clearing six plants before your back gives up. For a handful in a lawn, a border fork and gloves will do the same job.
The ground. Defra: best results are achieved when the soil is damp and before ragwort has seeded. Lazy Dog's published work rates say it in operational terms, fastest in cool air and moist soil, slowest in dry sunny weather, and their guidance is that these weeds can and should be largely controlled outside the growing season, while the ground is moist and the plants are small. Their rate at a light infestation of one to five plants per 25 square metres is two to five plants a minute, which tells you a garden's worth is an afternoon rather than a project. They also note both first and second-year growth is visible in long grass by mid-May, which is when a single-pass clearance becomes practical.
On what you leave behind: Defra says root fragments not removed can produce weak growth, and Suffolk Wildlife Trust goes further, advising that all traces of root come out because small fragments can develop into new plants. Both are worth knowing, and the honest reading is that fragments are an argument for levering cleanly rather than a reason to panic. The bigger risk is the damaged crown you left whole. The sequence, then: go when the ground is damp, take rosettes in preference to flowering stems, put the tines in beside the plant rather than gripping the stem, lever rather than pull, check what came out before you move on, and bag it as you go instead of leaving a pile for later. Defra's own conclusion is worth having: levering combined with reducing soil disturbance, repeated over a few years, can control ragwort without resorting to herbicide at all, which is not something I get to write very often. Handling it, and getting rid of what you pull
Defra's code sets out the precautions and they are more specific than most people expect. Hands must be protected by sturdy waterproof gardening gloves, arms and legs should also be covered, and a facemask should be used to avoid inhaling ragwort pollen. If skin does touch the plant, the code says wash the area thoroughly in warm soapy water, then rinse and dry it. The toxins it is worried about are pyrrolizidine alkaloids.
Waterproof rather than fabric is the detail people skip, and it is the word the code actually uses. I am not a medical source and none of this is medical advice: if you have handled a lot of it and you are concerned, speak to a pharmacist, your GP or NHS 111.
Disposal is where the work gets undone. Two facts from the code govern it: cut and pulled plants may still set seed, and all parts of the plant remain toxic when treated or wilted, which the RHS says as well. A wilting pile behind the shed is not a finished job, it is the same plant lying down.
Note precisely what the objection to composting is, because it is not the one people assume. The code says composting in the open is not recommended unless the temperatures reached are sufficient to destroy viable seed. That is a seed problem, not a toxin problem, and it is why current gov.uk guidance now allows small quantities to rot down on site in a container with a lid, such as a rigid compost bin, specifically to stop seeds dispersing, while an open heap is still out. Larger quantities burned or processed on site need an environmental permit, and anything going off site needs a registered waste carrier taking it somewhere permitted to receive it. If you are moving it at all, the code says keep it in a sealed container or well covered, so seed is not blowing off the trailer on the way.
One line on animals and then I will leave it, because it is not my subject. Ragwort is toxic to horses and other grazing animals, and that is the entire reason this plant has legislation attached to it. If you keep animals, or your hay comes off land carrying ragwort, the sources are your own vet and Defra's code of practice, not a weeds website. I do not give veterinary advice and I am not going to start.
The case for leaving it, when it is nowhere near a paddock
This site exists to kill weeds, so it is worth being clear when a plant is not worth killing. Ragwort on a roadside bank a mile from the nearest horse is doing a job, and the numbers for that are inside Defra's own environmental appraisal in the code of practice, not in a campaign leaflet.
That appraisal records ragwort as supporting 14 species of fungi, as the food plant of at least 77 foliage-eating insects including five Red Data Book and eight nationally scarce species, and as having at least 30 insect species confined to ragworts, meaning they eat nothing else at all. More than 170 species have been recorded feeding on its nectar. You will see a bigger figure quoted elsewhere, over 200 invertebrates, from the RHS and the Wildlife Trusts, and the two are not in conflict: that one counts everything ever recorded on the plant, while Defra's counts are split by what the insect actually does with it. The number that matters is the smallest one. Thirty species have nowhere else to go.
That is why the code sets a distance rule instead of telling everyone to clear it, and why the low-risk band says no immediate action is required. If your ragwort is in a garden more than 100 metres from grazing or forage land, nothing obliges you to touch it and there is a decent argument for not bothering. If it is 20 metres from a paddock, that is a different question and the code is the place to answer it.

Do I have to remove ragwort by law?
No, not as a general rule, and this is the single most misunderstood thing about the plant. Ragwort is one of five injurious weeds named in the Weeds Act 1959, but nothing in that Act makes it an offence to have ragwort growing on your land, and it is not notifiable, so there is nobody you are obliged to tell. What plants are mistaken for ragwort?
Groundsel and tansy most often, then Oxford, marsh and hoary ragwort, common fleabane and St John's wort. Two filters sort most of it. First, look at the rays: groundsel and tansy have none at all, so their heads are little yellow brushes and buttons, while common ragwort has 12 to 15 broad strap-shaped rays on a head 15 to 25mm across, and fleabane has dozens of thin thread-like ones. Second, look at the leaf. Common ragwort's end lobe is no bigger than the side lobes, which separates it from marsh ragwort where the end lobe dominates, and it is at most sparsely hairy underneath, which separates it from hoary ragwort and its grey felt. Is it true that ragwort has 13 petals?
It is one of those tips that sounds precise and does not work. The county botanical records put common ragwort at 12 to 15 rays, not 13, and marsh ragwort and hoary ragwort are also 12 to 15, so a ray count cannot separate the three of them anyway. Worse, the species NatureSpot actually describes as usually having 13 rays is Oxford ragwort. So counting to 13 and stopping points you at the wrong plant. What the ray count IS good for is the coarser call: 12 to 15 broad rays rules out groundsel and tansy, which have none, and rules out fleabane, which has dozens of thin ones.
How do I tell ragwort from groundsel?
Size and rays. Groundsel is a low, ankle-height annual with flower heads only 4 to 5mm across and no ray petals at all, so it reads as a cluster of little green-and-yellow brushes rather than flowers, and it flowers all year round. Common ragwort in its second year is a branched stem up to 1.5 metres with obvious daisy-like heads carrying 12 to 15 golden rays. The confusion is genuine in year one, when ragwort is only a flat rosette of ragged leaves. If in doubt, look at the stem: groundsel's is soft and often purplish, and the plant will be flowering at a height you could step over.
What are the orange and black striped caterpillars on my ragwort?
Cinnabar moth caterpillars, and they are a better identification test than most photographs. The cinnabar moth feeds on ragwort and effectively nothing else, so a plant carrying dozens of banded orange-and-black caterpillars, gregariously and often stripping it bare, has more or less named itself. Buglife puts them on the plant from late June to early September. They are that colour on purpose: the toxins from the ragwort leaves are stored in the caterpillar's body and stay there into the adult moth, and the banding advertises it. The adult is black with a red line and two red spots on each forewing, red hindwings, and a wingspan of 32 to 42mm.
Is ragwort poisonous to humans?
It contains the same pyrrolizidine alkaloids that make it a problem for grazing animals, and the sensible position is that it is a plant you do not handle bare-handed rather than one that will hurt you by being in the garden. Defra's code of practice is specific about the precautions: hands must be protected by sturdy waterproof gardening gloves, arms and legs should be covered, and a facemask should be used to avoid inhaling ragwort pollen. If your dog has eaten ragwort, or you think it might have, ring your own vet rather than reading anything on the internet. The same goes for horses and livestock: the right sources there are your vet and Defra's code of practice on preventing the spread of ragwort.
When is the best time to pull ragwort?
When the ground is damp and the plant has not seeded. Defra's code puts it in one line: various hand tools are available for levering, and best results are achieved when the soil is damp and before ragwort has seeded. What is a ragwort fork and do I need one?
A ragwort fork is a long-handled lever with narrow hardened tines, designed to go into the ground beside the plant, get under the crown and lift the whole root out while you stay standing upright. The reason it exists rather than just gripping the stem is that the stem is the wrong lever: pull on the top growth in firm ground and you snap it off, leaving the crown in the soil. Defra's code recognises the category directly, noting that various hand tools are available for levering. Whether you need one is a question of scale. For six plants in a lawn on a damp day, a border fork and gloves will do it. For a paddock or a rough bank in the dozens, the long handle and the not-bending are what let you actually finish. The published field-trial rate at a light infestation of one to five plants per 25 square metres is two to five plants a minute with a proper fork.
Does ragwort grow back if you cut it?
Usually worse, which is the genuine surprise in this topic and the thing most often got backwards. Defra's code calls cutting a control method of last resort, and explains why: cutting stimulates growth, plants then re-flower later in the season, and it turns the plant from a biennial into a perennial habit, so repeat treatments become necessary. The RHS says the same in gardening terms, advising against cutting and mowing because cutting causes vigorous regrowth and mowing spreads it. Normally ragwort flowers in year two and dies. Cut it, strim it, mow it or half-pull it, and you can convert a plant that was going to die anyway into one that comes back every year. Defra even notes that under an intensive cutting regime it can sit in the rosette stage for several years without flowering at all.
Will ragwort regrow from root fragments left in the ground?
It can, but do not picture knotweed. Defra's code says that pulling or levering can give long-term control although any root fragments not removed can produce weak growth. Suffolk Wildlife Trust puts it more strongly, advising that all traces of root be removed because small fragments can develop into new plants. Both are worth knowing, and the honest summary is that fragments are a reason to lever the crown out cleanly rather than a reason to panic about the bits you missed. The bigger risk by far is the damaged crown you left whole, because that is what turns a biennial perennial.
Can I put pulled ragwort on the compost heap?
Not on an open heap. Defra's code says composting in the open is not recommended, unless the temperatures reached are sufficient to destroy viable seed, and the RHS says the same about flowers and seedheads. Note what the objection actually is: it is about seed escaping, not about the toxin surviving. That is why current gov.uk guidance now allows small quantities to rot down on site in a container with a lid, such as a rigid compost bin, to stop the seeds dispersing, while an open heap is still out. The other half is that cut and pulled plants may still set seed and all parts stay toxic when wilted or dried, so a pile left lying about is the same plant lying down.
Should I spray ragwort instead of pulling it?
You can, but it does not save you the pick-up, and that is the part people miss. All parts of the plant remain toxic when wilted or dried, so a sprayed ragwort still has to be gathered and disposed of properly, and Vitax's SBK label carries exactly that instruction: keep grazing animals out of a treated area until poisonous weeds like ragwort have died down and become unpalatable. On top of that, glyphosate is non-selective, so spraying a ragwort in a field or a paddock takes the grass with it and leaves you bare ground for the next generation of seed to land on. Pulling is the honest method for this plant, and Defra's code says a combination of levering and reducing soil disturbance can control it over a few years without resorting to herbicide at all.
Is ragwort on Schedule 9 like Japanese knotweed?
No, and this is a useful line to hold, because the two get lumped together as the illegal plants. Schedule 9 of the Wildlife and Countryside Act 1981 is the list that makes it an offence to plant or otherwise cause a species to grow in the wild, and it covers Japanese knotweed, giant hogweed, Himalayan balsam and Rhododendron ponticum. Common ragwort is not on it, and neither is Oxford ragwort. Ragwort is a native British wildflower sitting on a piece of agricultural legislation, which is a completely different thing from a non-native invasive on a spread-control list.
